I’ve signed up for all 9 OfferCentric free gift sites, but the offers available to Canadians are not very many and not very attractive, so I’d like to complete them more than once. Is it considered scam?

its considered fraud doing an offer more than once. Advertisers pay per unique leads why would advertisers pay you to sign up for the same 30 day trial more than once?

From responses I got here and else where you can do the same offer twice if you use different credit cards and use different sites from different companies. HOWEVER!!!, it doesn’t always work and if the company reports you, you are screwed.  So from what others have said I wouldn’t recommend it.
